The Sustainable Rural Economy Program is a multiphase program of the Ministry of Agriculture and Rural Development (MADER), the Ministry of Land and Environment (MTA), and the Ministry of Sea, Inland Waters and Fisheries (MIMAIP), financed by the World Bank. Phase 1 of the SREP will be implemented from 2021 for a period of 5 years across 6 provinces in the center and north of Mozambique. The first phase will invest $150m to improve the performance of targeted small agriculture producers and AgriMSMEs and improve natural resource management practices in selected project areas. The implementation of the SREP is coordinated by MADER through the National Fund for Sustainable Development (FNDS).

The program is implemented under four components: 1. Increasing productivity and market access, 2. Enhancing natural resource management, 3. Strengthening institutions and policies, and 4. Agriculture Emergency Response. These three components combined seeks to increase rural household agricultural income in an integrated and sustainable way, with female empowerment, youth engagement, and the minimum degradation of natural resources. This assignment is a baseline data collection exercise for an impact evaluation focusing on the implementation of Component 1, the largest area of program intervention, which seeks to provide matching grant financing to 700 Small Emerging Commercial Farmers connected to 140,000 small producers, integrating them into selected rural value chains.
