The Government of Mozambique has received financing from the World Bank toward the cost of the Mozambique Land Administration Project (Terra Segura) and intends to apply part of the proceeds toward payments under the contract for Delimitation of communities and basic land use planning and land regularization, parcels demarcation, boundaries survey, preparation and issuance of individual Rights of Use and Benefit from Land Titles (DUATs).

The National Fund for Sustainable Development (Fundo Nacional de Desenvolvimento Sustentável - FNDS) now invites sealed bids from eligible Bidders for the Provision of Non-Consulting Services for Community Delimitation and Basic Land Use Planning and Land Regularization, Parcel Demarcation, Boundaries Survey, Preparation and Issuance of DUATs. The services are for the conduct of a systematic land regularization process with three components, namely i) Component 1: Mobilization, Preparation, Public Information and Awareness Campaign and Social Preparedness; ii) Component 2: Delimitation, Mapping and Registration of Areas Occupied by Communities (DELCOM); iii) Component 3: Systematic Identification, Demarcation, Measurement and Documentation of Individual Rights of Use and Benefit from Land (DUATs). Under this bidding document, Phase II of the land regularization process will occur as described under Component 2 Systematic Land Regularization, Sub-component 2.3 Community delimitation (DELCOM) and regularization of land use rights (LTR) of the MozLand (Terra Segura) Project, which covers ten Lots: LOT 4, LOT 5, LOT 6, LOT 7, LOT 8, LOT 9, LOT 10, LOT 11, LOT 12 and LOT 13 as described in Section VII: Performance Specifications and Drawings (Technical Specifications and Requirements) of the RFB. The deliverables are required within a period of 20 months.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018, (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from FNDS (see paragraph 12 below) and inspect the bidding document during office hours from 9.00 am to 5.00 pm Mozambique Local time.
